UN Adopts New Measures to Enhance Global AI Governance

On August 26, 2025, the United Nations General Assembly adopted Resolution A/RES/79/325, establishing two key mechanisms to enhance global cooperation on artificial intelligence (AI) governance: the Independent International Scientific Panel on AI and the Global Dialogue on AI Governance.

The Independent International Scientific Panel on AI is a 40-member body tasked with providing annual, evidence-based assessments on AI's opportunities, risks, and impacts. The panel's composition aims to reflect diverse expertise and perspectives to ensure comprehensive evaluations.

The Global Dialogue on AI Governance serves as a multi-stakeholder forum, bringing together governments, industry leaders, academia, and civil society to address AI governance challenges, including safety, accountability, human rights, and capacity-building for developing countries.

The resolution encourages contributions from states, private sector entities, and donors to support these initiatives, with a particular emphasis on the inclusion of developing nations.

This development follows the UN's ongoing efforts to address AI governance, including the formation of a 39-member advisory body in October 2023 to provide guidance on international AI governance.

These initiatives underscore the UN's commitment to fostering international collaboration in managing AI's transformative potential and associated risks.
