Indy Arts Council Launches Five-Year Plan to Transform Central Indiana's Arts Scene

The Indy Arts Council has unveiled an ambitious five-year strategic plan aimed at transforming Central Indiana into a vibrant and inclusive arts and culture hub by 2030. This initiative follows an extensive two-year community engagement process involving nearly 3,000 stakeholders, including artists, arts organizations, funders, civic partners, and residents.

The strategic plan identifies five key priorities:

  1. Sustainable Funding: Expand and diversify funding sources for artists and arts organizations, aiming to position the council among the top five funding entities in Indianapolis.

  2. Everyday Arts Access: Ensure daily accessibility to arts and culture for all regional residents, promoting more art in more places.

  3. Increase Awareness: Eliminate awareness barriers by becoming the primary information source on regional arts and culture offerings.

  4. Professional Development & Shared Resources: Enhance support and services for artists and arts organizations, making Indianapolis a magnet for creative businesses.

  5. Arts & Culture Destination: Invest in initiatives to position Indianapolis as a top 10 national arts and culture destination.

Judith B. Thomas, who assumed the role of President and CEO of the Indy Arts Council in mid-April 2025, emphasized the importance of inclusivity in the arts. She stated, "The arts tell the story of a people—a city, a state, a community. It is crucial that all voices and creatives are heard, seen, and celebrated."

The strategic plan's emphasis on sustainable funding comes at a critical time. In May 2025, the Indiana Arts Commission faced a 34% budget cut, reducing its funding by $1.7 million to a total of $3.4 million. This reduction has significant implications for local arts organizations, many of which rely on state funding to support their programs and operations.

The Indy Arts Council's strategic plan represents a significant step toward enhancing Central Indiana's arts and culture landscape. By addressing identified barriers and focusing on sustainable funding, increased awareness, and inclusivity, the council aims to create a more vibrant and accessible arts environment for all residents.
