OpenAI and Oracle Launch Ambitious $500 Billion AI Infrastructure Project

OpenAI and Oracle have entered into a landmark agreement in which OpenAI will lease 4.5 gigawatts of data center capacity from Oracle, committing to an annual expenditure of $30 billion. This partnership is a cornerstone of OpenAI's ambitious "Stargate" initiative, a $500 billion project aimed at expanding AI infrastructure across the United States.

The Stargate Project, announced on January 21, 2025, by President Donald Trump alongside leaders from OpenAI, Oracle, and SoftBank, seeks to invest $500 billion over four years to build AI infrastructure in the U.S., with an immediate deployment of $100 billion. The initiative aims to secure American leadership in AI, create hundreds of thousands of jobs, and generate significant economic benefits. Initial equity funders include SoftBank, OpenAI, Oracle, and Abu Dhabi’s MGX fund, with SoftBank's Masayoshi Son serving as chairman.

Under the terms of the agreement, OpenAI will lease 4.5 gigawatts of data center capacity from Oracle, translating to an annual expenditure of $30 billion. Oracle plans to expand its existing facility in Abilene, Texas, from 1.2 gigawatts to 2 gigawatts. Additional data centers are under consideration in states such as Michigan, Wisconsin, Wyoming, New Mexico, Georgia, Ohio, and Pennsylvania.

This partnership highlights the increasing demand for substantial computing power to support advanced AI development and signifies Oracle's strategic move to enhance its position in the cloud infrastructure market.

The Stargate initiative is projected to create over 100,000 jobs across various sectors, including construction, energy infrastructure, and engineering. In response to the Stargate initiative, the European Union announced the InvestAI initiative in February 2025, with a budget of €200 billion, including €20 billion allocated for constructing AI data centers.
