Timor-Leste Joins ASEAN as 11th Member, Marking First Expansion Since 1999

Timor-Leste has officially become the 11th member of the Association of Southeast Asian Nations (ASEAN), marking the bloc's first expansion since 1999. The accession was formalized during the 47th ASEAN Summit held in Kuala Lumpur, Malaysia, from October 26 to 28, 2025.

The admission of Timor-Leste, also known as East Timor, concludes a 14-year journey toward membership. The nation, which gained independence from Indonesia in 2002, applied for ASEAN membership in 2011 and was granted observer status in 2022. This milestone not only enhances ASEAN's unity but also offers Timor-Leste opportunities for economic growth and political stability within the Southeast Asian community.

Established in 1967, ASEAN aims to promote economic growth, social progress, and regional stability among its member states. Timor-Leste's economy, valued at approximately $2 billion, is modest compared to ASEAN's collective GDP of $3.8 trillion. Membership is expected to provide access to broader markets and investment opportunities, aiding in the diversification of Timor-Leste's economy. Politically, joining ASEAN is seen as a step toward greater stability and regional influence for the young nation.

Prime Minister Xanana Gusmão described the achievement as a "historic moment" and a new beginning for the country's young democracy. He emphasized that this is not only a dream realized but also a powerful affirmation of Timor-Leste's journey marked by resilience, determination, and hope.

Malaysian Prime Minister Anwar Ibrahim welcomed Timor-Leste's accession, stating that its place in ASEAN completes the family and reaffirms a shared destiny and deep sense of regional kinship.
