ASEAN Endorses Ambitious Renewable Energy Targets for 2026-2030
In a significant move toward sustainable energy, the Association of Southeast Asian Nations (ASEAN) has endorsed the 2026–2030 ASEAN Plan of Action for Energy Cooperation (APAEC). This plan sets ambitious targets to enhance renewable energy capacity and improve energy efficiency across the region.
During the 43rd ASEAN Ministers on Energy Meeting (AMEM) held in Kuala Lumpur, Malaysia, from October 14 to 17, 2025, member states committed to increasing the share of renewable electricity to 45% of total installed capacity and elevating renewables to 30% of the total primary energy supply by 2030. Additionally, the plan aims to reduce energy intensity by 40% from 2005 levels. These targets build upon the previous 2016–2025 APAEC goals, which aimed for 23% of primary energy from renewables and a 35% capacity from renewable sources.
ASEAN, established in 1967, comprises ten Southeast Asian countries working together to promote political and economic cooperation and regional stability. The AMEM serves as the region’s highest policy-making body in the energy sector, where leaders and experts gather to advance regional cooperation and chart the next steps in ASEAN’s energy transition.
Malaysia, as the current ASEAN chair, hosted the 43rd AMEM. Deputy Prime Minister Fadillah Yusof, who also serves as the Minister of Energy Transition and Water Transformation, chaired the meeting. Indonesia was represented by Energy and Mineral Resources Minister Bahlil Lahadalia.
In addition to endorsing the APAEC, the ASEAN Centre for Energy (ACE) launched the Renewable Energy Long-term Roadmap (RE LTRM) during the 43rd AMEM. This roadmap provides a strategic blueprint to ensure energy transition is a cornerstone of the ASEAN Community Vision, aiming to drive future economic competitiveness and sustainable growth.
Furthermore, Malaysia, along with other ASEAN member states, signed the ASEAN Framework Agreement on Petroleum Security during the 43rd AMEM. This agreement aims to strengthen regional energy security and safeguard supply stability amid global uncertainties.
The endorsement of the 2026–2030 APAEC reflects ASEAN's commitment to sustainable development and energy security. Achieving these targets could lead to significant reductions in greenhouse gas emissions, improved air quality, and enhanced energy access for the region's population. Moreover, the focus on renewable energy and energy efficiency is likely to stimulate economic growth by creating new industries and job opportunities in the green energy sector.
