Indy Arts Council Launches Ambitious Plan to Transform Indiana's Cultural Landscape

In June 2025, the Indy Arts Council unveiled a comprehensive five-year strategic plan aimed at transforming central Indiana into a vibrant and inclusive arts and culture hub. This initiative follows an extensive two-year planning process that engaged nearly 3,000 regional stakeholders, including artists, arts organizations, funders, civic partners, and community residents.

The strategic plan focuses on five key areas:

  1. Sustainable Funding: Ensuring long-term financial support for the arts sector.

  2. Everyday Arts Access: Making arts and culture experiences more accessible to the community.

  3. Increased Awareness: Enhancing public awareness and appreciation of local arts initiatives.

  4. Professional Development and Shared Services: Providing resources and training for artists and arts organizations.

  5. Arts and Culture Destination: Positioning central Indiana as a vibrant hub for arts and culture.

Community feedback played a significant role in shaping the plan. Findings revealed that while 79% of residents participate in local arts, only 48% feel their needs are fully met. Barriers such as lack of awareness (46%) and affordability (34%) were identified as major obstacles to arts engagement.

Brenda Horn, Indy Arts Council Board Chair, emphasized the importance of community input in the planning process. "We approached this project with curiosity and humility—and frankly, a lot of patience," Horn said. "We’re eager to do more to champion arts and culture in Indianapolis, and in 2020, we began the process of discovering how to do so most effectively."

The strategic plan also highlights the need for increased funding, professional development, and equitable resource allocation for arts professionals. Artists expressed the need for mentorship, equitable funding, and access to affordable spaces. Stakeholders noted an opportunity to increase the visibility of the Arts Council and its impact within the arts sector and the broader community.

In March 2025, Judith B. Thomas was appointed as the new President and CEO of the Indy Arts Council. Thomas brings over three decades of experience in significant city events and has expressed a commitment to empowering communities through the arts. "The opportunity to lead an organization so deeply embedded in the cultural and creative fabric of Indianapolis aligns perfectly with my passion, vision, and lifelong commitment to empowering communities through the arts," Thomas said.

The Indy Arts Council has a history of supporting local arts and culture organizations. In 2024, the council awarded nearly $1.5 million to 91 organizations through its annual grants program. Notable recipients included The Children's Museum of Indianapolis, Big Car Collaborative, and the Eiteljorg Museum.

The strategic plan's focus areas address critical societal issues:

  • Equity and Inclusion: By aiming to make arts experiences more accessible and addressing affordability barriers, the plan promotes inclusivity.

  • Economic Impact: Sustainable funding and positioning Indianapolis as an arts destination can stimulate local economies through tourism and job creation.

  • Community Well-being: Increased arts engagement is linked to improved quality of life and community cohesion.

The Indy Arts Council's 2025–2030 strategic plan represents a comprehensive effort to address community needs, enhance accessibility, and position Indianapolis as a leading arts and culture destination. Through collaborative planning and a commitment to inclusivity, the council aims to foster a thriving arts environment that benefits all residents.
