Meta expands Instagram’s '13+' teen experience globally and adds parent‑controlled 'Limited Content' that removes comments

Parents who switch on Instagram’s new “Limited Content” option for their children will see something unusual vanish from the app: comments. No seeing them, no posting them, no receiving them.

That strict setting is part of a wider overhaul Meta announced Thursday, saying it will default nearly all Instagram users under 18 into an updated “13+” experience modeled on age‑13 movie ratings — and will make it harder for teens to opt out without a parent’s permission.

In a post on Meta’s Newsroom dated April 9, the company said “teens under 18 will be automatically placed into an updated 13+ setting, and they won’t be able to opt out without a parent’s permission.” Meta said the aim is for teens to see content “similar to what they’d see in an age‑appropriate movie” by default.

The changes expand a system Instagram began rolling out on Oct. 14, 2025, in the United States, United Kingdom, Australia and Canada. That initial launch framed the teen experience around standards inspired by movie ratings for younger teens. Meta is now extending that model globally while softening its language after a dispute with the Motion Picture Association over use of the PG‑13 label.

What teens will see — and what they won’t

Instagram’s Teen Accounts already impose extra limits on what minors can see and do. With the updated 13+ setting, Meta says it is tightening its age‑appropriate guidelines so more borderline material is filtered out.

In addition to longstanding policies that avoid recommending sexually suggestive posts, graphic imagery and adult‑oriented content such as tobacco or alcohol sales, Meta said the refreshed rules will now sweep in more categories. Those include posts with strong language, “certain risky stunts,” and material that could encourage harmful behavior, such as posts showing marijuana paraphernalia.

The company said it has “improved and refined our technology to proactively identify content that goes against our updated age‑appropriate guidelines,” and is applying those systems across much of the app.

Under the new rules, teens will be blocked from following accounts Meta determines regularly share age‑inappropriate content or that signal such content through their name or bio. If a teen already follows one of those accounts, Instagram will cut off their ability to see or interact with its posts, send it direct messages or view its comments under anyone else’s content. Those accounts will also be prevented from following or messaging teens.

Search will change as well. Instagram already limits searches for self‑harm, suicide and eating‑disorder terms for younger users; Meta said it will now block teens from seeing results for a wider set of “mature” queries, giving examples such as “alcohol” or “gore,” and is working to keep those protections even when words are misspelled.

In main feeds — including Explore, Reels, in‑feed recommendations and Stories — Meta says teens “shouldn’t see content that goes against our updated guidelines” even if the material is shared by someone they follow. If a contact sends a teen a link to content that violates the 13+ rules, Instagram says the recipient will not be able to open it.

Meta is also applying the 13+ standard to its artificial‑intelligence tools available to minors. The company said its AI experiences for teens are now “inspired by movie ratings for ages 13+,” meaning systems should avoid giving age‑inappropriate responses that would feel out of place in a movie rated for that age group.

A tighter parental lock

For families who want more control, Meta is adding a new level called “Limited Content.” The company described it as “a new, stricter setting” that “will filter even more content from the Teen Account experience” than the 13+ default.

The most visible change is to social interaction. Under Limited Content, Instagram “will also remove teens’ ability to see, leave, or receive comments under posts.” That effectively strips public conversations from the app for those accounts while further reducing the range of content that appears in their feeds.

Meta framed the option as a way to accommodate different comfort levels among parents, noting that “every family is different and, for some parents, movies rated for ages 13+ may still feel too mature for their teen.”

From PG‑13 branding to “inspired by” movies

The idea of using movie‑style ratings to describe a social‑media feed emerged with Instagram’s October 2025 announcement, when the company said its teen experience would be “inspired by 13+ movie ratings criteria and parent feedback.” That messaging leaned on PG‑13 imagery and suggested Instagram’s standards were guided by what moviegoers might expect for younger teens.

The Motion Picture Association objected, saying Meta’s claims were “false and highly misleading” because the film board does not rate social‑media content and had not worked with Instagram on its policies. The MPA filed a complaint asking Meta to scale back use of the PG‑13 term.

On March 31, 2026, the two sides reached an agreement. Reported at the time by industry outlets, Meta agreed to substantially reduce its use of the PG‑13 label in marketing and to include clearer language that the MPA had not rated Instagram. Charles Rivkin, the MPA’s chairman and CEO, said the agreement “clearly distinguishes the MPA’s film ratings from Instagram’s Teen Account content moderation tools.”

That episode helps explain the more cautious wording in Meta’s April 9 post, which repeatedly says Instagram’s teen experience is “inspired by movie ratings for ages 13+” rather than presenting it as equivalent to a formal PG‑13 designation.

Pressure from parents, researchers and regulators

Meta’s renewed focus on teen protections comes amid mounting scrutiny from parents, academics and policymakers who say platforms have not done enough to shield minors from harm.

When Instagram first rolled out the 13+ model in 2025, child‑safety advocates and bereaved parents called the tools incremental and lacking transparency. Maurine Molak, co‑founder of Parents for Safe Online Spaces, described the earlier announcement as a “PR stunt,” reflecting skepticism that algorithmic filters alone could address self‑harm content, bullying and addictive product design.

Subsequent reporting documented cases where teen accounts were still shown material related to self‑harm and eating disorders in recommendations, fueling calls for independent audits of recommendation systems and for regulators to verify that teen‑safety features work as advertised.

Lawmakers in several countries have moved to require stronger safeguards. The U.K.’s Online Safety Act gives regulator Ofcom power to enforce child‑safety duties on large platforms. Australia has adopted rules and empowered its eSafety Commissioner to demand risk assessments. In the U.S., members of Congress have pushed the Kids Online Safety Act and some states have pursued laws targeting algorithmic harms and age verification.

Meta has pointed to Teen Accounts and other product changes as evidence it is responding. In the 2025 rollout, the company said the measures “build on the automatic protections already provided by Teen Accounts to hundreds of millions of teens globally,” and it said it uses age‑prediction technology to identify underage users even when they misstate their birthdays.

In its latest post, Meta acknowledged the limits of its systems, saying “no system is perfect” and committing to “keep doing all we can to keep those instances as rare as possible.” The company has not published data on how accurate its age‑prediction models are, how often its content classifiers make mistakes, or how many accounts will fall under the 13+ and Limited Content settings as the global rollout proceeds. It also did not specify which countries are included or the exact timeline by market.

For now, Meta’s promise is simple: an Instagram feed for a 15‑year‑old will be shaped to look more like a movie rated for young teens than an unfiltered stream from the wider internet — and, if parents choose, more like a heavily redacted version of that movie, with the comment section cut from the script entirely.
